NAPD
The New Angeles Police Department safeguards the city as the largest police entity in the world, its territories expanding as far as the Heinlein district on the moon through the New Angeles Space Elevator. Each of its hundreds of precincts in the city-state is responsible for its territories, leading to a great difference of management between them. No two precincts are alike, some precincts are overly funded with all the newest equipment while some are barely able to maintain their duty, either falling into corruption and allowing the street gangs to manage protection schemes in their neighbourhoods. Alice Delgado's leadership has reduced this imbalance in many parts of New Angeles but her office can only be so thorough in regulating the police. This has been Delgado's ongoing project to tackle this balance while not upsetting her past NAPD peers.

The megacorporations have many ties with the police, as the NAPD is a source of profitable contractions. The police also serve as a testing ground for some of their projects. Jinteki’s Caprice Nisei is currently proto-typed as the first clone member of the NAPD, rumoured to use her extraordinary cognitive powers for investigation. Haas-Bioroid’s Floyd 2X3A7C is the first bioroid detective, utilized for his deductive processing and logic to solve cases. While the NAPD as an entity is thankful for being provided with many tools to aid in law enforcement, its employees vary regarding the influence of the megacorporations and their job security.

The NAPD is currently headed by Commissioner Chen-Mai Dawn.

United States Government
New Angeles is considered a territory of the United States of America, although it does not participate in US federal elections nor have voting representatives in Congress. The city-state of nearly a billion in population, both legal and illegal citizens, was made possible by a lease agreement the United States made with Ecuador. The US government manages federal laws to maintain its authority, although it also enjoys some independence which allows benefits the megacorporations greatly when it comes to their practices and conduct. Despite its lack of direct influence in the city, there are still many federal departments and offices around New Angeles to remind the city-state of its current government ownership.

Levy University
Levy University truly exists on the Network, providing education and virtual learning facilities to anyone around the world who has access. The university hosts one of the best in the world curriculums in artificial intelligence programming, engineering, and network management. The physical campus exists in the Leguna Velasco district of New Angeles, hosting the stay of its local students and faculty. It is said that the bright minds of the university will shape the path of the future and megacorporations are known to aggressively recruit here.

Humanity Labor
Humanity Labor is a massive pro-human union ensuring job security as they are being threatened by the proliferation of clones and bioroids. It is of no surprise that the union finds itself popular in many places around the world, including law enforcement and labour. Their efforts extend to political lobbying and several politicians have been receptive to the movement, especially since their support tends to generate votes from legal citizens.

It is said that Humanity Labor supports Human First, a radical and extremist group that employs violence to push its agenda. Humanity Labor denies any association, although there is a veiled connection. Ultimately, clone and bioroid destruction is merely considered property damage by law.

Simulant Abolitionist Movement
Known as SAM, the movement attempts to push for the recognition of clone and bioroid rights. They seek to abolish the slavery of androids and equal standing to humans. However, this movement is unfortunately not popular with the public, as pro-human movements see greater popularity as it identifies with the masses directly. There are some sympathizers to clone rights, considering that they are very much human in genetic makeup and appearance. Clone rights have been successful in Brazil and India. However, finding support for bioroid rights remains an uphill battle. Jinteki and Haas-Bioroid maintain that their creations only emulate a semblance of intelligence and should not be mistaken as people equal to humans.

Orgcrime
The current major entities of organized crime that exist in New Angeles are made up of the Yakuza, the Tri-Maf, the 14K Triad, and the Los Scorpiones. The Yakuza retrain their traditional structure and openly rule the streets of Nihongai. The Tri-Maf is made up of the strongest elements of the Italian, Russian, and Balkan mafias who dominate the black market trade. The 14K Triad manages the opiate trade as well as counterfeiting. The Los Scorpiones cartel deal in narcotics and ‘organ grinding’. Orgcrime is entwined with a few other factions, including the megacorporations.

Street gangs
Several steps down from Orgcrime are the street gangs when it comes to power and influence. They typically operate on a territorial level in New Angeles. Each street gang functions differently and is never alike, which can sometimes result in either clashes or cooperation of convenience. Several neighbourhoods often find themselves entering either a parasitic relationship with a street gang, although mutually beneficial relationships do exist. Some focus on petty crime and while others use ‘freedom fighting’ as an excuse to garner sympathy from the locals.

Globalsec
Globalsec is a megacorporation that exclusively focuses on military contracts, providing private military and security services for those who can afford them. Its military power is currently unmatched with only Weyland Consortium’s Argus Security being a runner-up in power. The company also focuses on network security and warfare. The megacorporation is currently headed by CEO Lidiah Maucher.

Loonies
The ‘Loonies’ are a collection of citizens of both space and the moon who are tight-knit based on their upbringing. They are made up of those who still yearn for lunar independence, despite losing the Lunar Independence War, and those who currently police their reaches of space untouched by the NAPD. They might not share a common cause anymore but at least have some deep-seated suspicion of Earth.

Opticon Foundation
The Opticon Foundation attempts to keep an eye on the megacorporations as a watchdog group, seeking to uncover any illegal or unethical activity in their operation to ensure accountability. However, this remains to be an uphill battle with the megacorporation as they all yield considerable power. Even with several firms of attorneys on staff, the foundation found itself outmatched in court as megacorporations have a legion of lawyers at their disposal. Nevertheless, the Opticon Foundation is able to hold small corps accountable and ensure the protection of whistleblowers.
