The Docklands network and power grid will require a solid security system to ensure that it is safe-guarded against cyberterrorists and criminals. Previously, the grid had been full of holes that allowed the less lawful elements to tap into the Network with ease, often siphoning information from some corporate establishments. If the Docklands have any hope of returning to a reputable state, the grid will need to be refitted with a new ICE (Intrusion Countermeasures Electronics) suite as a security measure. This will be especially vital when businesses and corporation locations are built, as well as the future residents.

Step One: ICE to meet you
Each committee member will be working alongside a team of programmers and sysops to make an ICE to protect the Docklands from intrusion. Often, this is a difficult process that requires programming code and manufacturing certain algorithms. However, some programmers are known to base their ICE on a certain construct or behaviour and build on that from an existing template, putting their own personal fingerprints on the design as a result. For example, some designers might base their ICE on a phalanx of Spartans or a dangerous blood-thirsty animal. Some Haas-Bioroid designs include implementing bioroid consciousness into ICE, making it a built-in sysop.

To conceptualize an ICE design, make any non-Computer Skill check at Average Difficulty with one upgrade ().

Alternatively, someone who is more Network savvy may come up with their own designs from scratch. There is potentially a lot of drudge work involved in this but at least it does ensure the lack of backdoors than taking shortcuts. Instead, make a Network (Intelligence) at Average Difficulty (◆◆).

If the skill check was a success, then the following skill check is made at Average Difficulty (◆◆) instead. For every two Advantages, the next roll gains 1 Boost die. For every two Threats, the next roll gains 1 Setback die. A Triumph upgrades the next roll. A Despair upgrades the difficulty of the next roll.

Step Two: Sugar and Spice. And everything ICE
Once the design of the new ICE has been planned, it will be time for the team of programmers to get to work on making the ICE a reality. This will be frantic work for the team, likely taking a good portion of the day to make it realized and several cans of Diesel. It won't be perfect, but there will be enough to put on the server and give something the team to work on debugging over several weeks.

The committee member may either make a skill check with Computer (Sysop) (Intelligence) for direct ICE creation with one Boost (+) from the team or Leadership (Presence) to manage the team of programmers instead. The base difficulty is set at Average Difficulty with one upgrade () but may differ, see above.

When building the ICE, the team will need to choose to build either the Sentry, Barrier or Code Gate archetype. Each archetype has a different corresponding base strength and effect.

Sentry ICE
Starts at Strength 2
Base Effect: On failure, the runner takes suffers 1 Strain. They also take 1 Wound if a Brain-Machine Interface is used.
• Every 1 Advantage rolled while creating the Sentry ICE can be spent to increase Strain and Wounds suffered to be increased by 1.

Code Gate ICE
Starts at Strength 1
Base Effect: If a runner attempts to break this ICE and fails, they lose access to the entire system and must perform the access system action again.
• Every 1 Advantage rolled while creating the Code Gate ICE can be spent to increase the difficulty to break this ICE by one Setback (+).

Barrier ICE
Starts at Strength 3
Base Effect: On failure, the hacker cannot proceed past the ICE.
• Every 1 Advantage rolled while creating Barrier ICE can be spent to allow the ICE to be reinforced. During their turn, a sysop may spend a maneuver to reinforce the ICE. If they do so, the ICE increases its program strength by 1 until the end of the sysop’s next turn. Max strength is the Barrier strength + reinforced value.

Every Success rolled will increase the ICE created by 1 Strength and every Failure will decrease the ICE created by 1 Strength. Unfortunately, the grid will only accept ICE above its starting strength for the purposes of final scoring.

2 Advantages may be spent to grant the ICE a base effect ability of another archetype in addition to its own base effect. Every two Threats rolled will grant one Boost die (+) to the Runner to break the ICE in the future. Each Triumph is worth either an extra Success or 2 extra Advantages, and each Despair is worth an extra Failure.

Step Three: Security Testing
Each implemented ICE will need to be tested for bugs and potential loopholes. While a piece of ICE that is able to fire its effect on the runner could be considered a success, it is potentially a false positive. A broken piece of ICE is able to generate testing data and provide crucial information for the team to strengthen its integrity.

Each tester will be provided with a Security Testing Icebreaker at base Strength 2 and that can affect any ICE. It is destroyed after use. Runners may use their own Icebreakers instead.

Using the ICE found in the previous profile, the runner makes a skill check using Computer (Hacking) (Intelligence) at Average Difficulty (◆◆). Each Success is added to the Strength of the Icebreaker. If it meets or exceeds the Strength of the ICE, it is considered a success.

Alternatively, the runner may also use the backdoor of the ICE due to the designer's concept, which is the skill used during Step One: ICE to meet you instead of at the same Difficulty.

On Success, the ICE is increased by 1 Strength and the backdoor is eliminated. On a Triumph, the ICE is increased by 1 Strength.

Result
If the committee is able to create 4 pieces of ICE up to standard to be accepted by the grid, they are granted 1 Agenda Point.

Each committee member is given a copy of their created ICE, as well as one Security Testing Icebreaker.

As this was Priya's expertise, she would naturally participate in building ICE for the new Docklands grid. However, she perhaps found herself working with an unfamiliar team filled with locals rather than the hand-picked people from Haas-Bioriod. While she was able to provide the expertise, she wasn't able to convey the idea very well to the team even as she worked alongside them with a bit of micromanaging on her end. It was hard to proofread their work when there were countless little mistakes in them!

In the end, she did fashion a rather impressive ICE that she called Kshatriya. It boasted the impressive feature of more than doubling its defences if activated...but the local government sysops would feel much more secure with a conventional Ice Wall for passive defence.

It had to be a cat. He'd proposed this to Jinteki before and constantly got turned down, but now he had free reign to make it. The Code Gate Cat . . . appease it's needs or you don't get through. Except every time you meet it . . the needs have changed. It's a cat.

A six pack of diesel was slapped down beside him as he logged into the Net and started work. The programming proved harder than even he thought. Cats were tricky enough in real life, never mind bringing them into the Net. He was actually beginning to run out of time and it still didn't work until his second to last can of Diesel sparked the inspiration he needed to squash the biggest bugs and get the Cat up and running. IT WORKED!!!

Now for the break test. Easy. Too easy, and it showed him a few spots that needed shoring up, which he elaborated on at length to Priya

Di sat down, a can of diesel in her hand. "Look guys, look, look, look. I don't know all this computer shit, but I do know what is the most single effective deterrent when getting into a club. A bouncer. A really good, bouncer, with abs of steel and a scowl of legend. Let's do that."

The programmers look bewildered, but did make the ICE according to her specifications. "No one comes in without a valid ID." She gesticulated with her hand wildly.

While doing that, she logged in to take a look at Ven's cat. "Awwww, so cute. What do you want bud? Oh? You want belly scrtiches. Awwww." Apparently she got lucky and did the one thing the cat actually wanted. This time.

When #19 heard they would be creating ICE to protect the Dockland network, they were reasonably sure they wouldn't really be able to help. While NAG model programming included ample information on society-related things, their specifications included basically nothing about the functioning of the Network, much less more technical matters on its intricacies.

That notwithstanding, with a team of competent programmers, their skills in real-world surveillance and on how to manage a team actually proved useful, and the bioroid's efforts proved much more useful than they had expected themselves.

Perhaps influenced by the unexpected success of their previous creation, the Angelino Shrews, #19 once again went for an animal-inspired theme. One that would use keen senses to locate invaders, and then prevent access...

...they immediately had an idea in mind.

The Armadillo.

Keen smell to locate the prey and its weaknesses, thick armoured skin... and then burrowing to make the system cave in on the intruder. It was a simple concept, but it worked. With #19's pointers, the IT team put it together with relative ease, and seemed happy with the results.

Testing the Bouncer ICE created by Diana's team proved much harder, though. The same Leadership skills the bioroid had used in putting together the Armadillo seemed to be the best way to try to convince the Bouncer to let users in, so that's what Nineteen went for. But it seemed like the Bouncer's scowl of legend and abs of steel were much too convincing for even the bioroid's efforts. Which was good, of course - #19 didn't manage to find any Backdoor failures, so it seemed to be a pretty good Bouncer as it was!

Nadia knew the net well, and while she didn't uncover much information that would help her limit the risk of backdoors being present within her design she didn't quite need that to aid her in constructing ICE anyway. Manipulating the space of sysops and runners was exactly what she was made for, and today would prove that immeasurably. When it came to desiging her own piece of ICE she elected toward the tried and true power of a Barrier. A firm believer in the stopping power it presents when faced with the vast majority of runners, to build one that could stop someone as skilled as her felt like it would be an achievement. With some fine tuning she was rather confident in what she'd constructed by the days end.

Deciding to title her ICE the Artic Wall, inspired by the tried and true Ice Wall many runners would have come across a thousand times in their lives. Perhaps as an homage to the hope that this incredibly powerful piece of ice might one day overtake the lesser ice in popularity. For runners facing it, the Artic Wall visually would appear to be twice as large as any Ice Wall they'd ever encountered with jagged ice shards poking out. It was an overpoweringly daunting image to come across for someone connected to the net through a BMI interface.

Leaving her ample time to also apply her tricks developed from understanding construction of defenses in how to override them. Approaching the program created supposedly by one of the others present she took to the Armadillo with force using her own Crypsis icebreaker. Not a commonly available ice-breaker Nadia's possession of it was surely tied to Weyland Consortiums investments into having the best. Breaking Armadillo Nadia took a good look into the guts of the code, identifying weak points and what could be better adapted toward the vicious environment of the net.

It was Priya's turn to do some security testing. Hopefully, this will go better than micromanaging her team. Breaking Nadia's ingenious ICE proved to be difficult, near impossible, even for someone as skilled as herself. However, despite being unable to top this wall, she found herself able to give a few more pointers when it came to improving the designs. The ICE could use fewer footholds for runners to grab onto to make it truly a frightening piece of ICE.

Did she think that clones better sysops than humans or even bioroids, for that matter? That wasn't something she was going to answer.

It was going to be a long day for each respective team of coders and sysops as they worked diligently by their guidance, some of them doing their best to fulfill their rather vague or unorthodox ideas. While it might have been easier to just pay money for new ICE, it seemed that the committee had come up with some rather new and ingenious designs that some corporate representatives might even consider implementing to their servers back on Earth. These should be enough to secure the Docklands and prevent it from becoming a lawless freeway for runners.

As the committee was building and constructing their defences to fortify what would be the new Docklands Network grid, which was a massive undertaking that created new virtual structures, there was something that stirred deep in the depths of the Shadow Net in the proverbial black sea. In this sea, there were things urban legends that runners would tell each other...

Here there be monsters.

Something stirred to life. Something to act as the counter-balance of creation...destruction.
