
The New Angeles Plaza building is a reinforced metal building in the middle of the settlement as one of the tallest standing structures inside the dome, complete with a fully enclosed lobby courtyard. After the attempted rebellion 15 years ago, they had upgraded security and remodeled it to be built almost like a garrison. The central government complex is able to withstand a potential attack from any future insurrectionists and in the unlikely event of a breached dome, able to self-sustain in an emergency.
NAPD Heinlein District Office
The NAPD takes up a majority of the plaza space, this was another drastic change taken after the insurrection attempt more than 15 years ago. Given the enclosed living conditions, the size of their district office is dwarfed by the size of precincts found on Earth and the NAPD are often understaffed. The police in Heinlein currently has a good foothold in Lunacent and the area generally enjoys a low crime rate as a result. However, the NADP finds their influence considerably wanes in other parts of the moon where the Loonie animosity is more entrenched or when corporate interests prevent involvement. It's unsurprising that the NAPD considers Heinlein to be a difficult post and they often rotate the officers on staff constantly with a few steadfast fixtures among the leadership.
District Manager Office
The district manager's office is where Heinlein's government affairs are conducted, taking the other portion of the plaza. Ever since the NAPD moved into the plaza, the government offices were forced to accommodate their new neighbours by reducing their office space. Their work has only doubled since this move. While the real seat of power for Heinlein is found back in New Angeles proper, the considerable distance away enables the District Manager to handle the bulk of the administrative affairs with the autonomy to make immediate decisions. The levels dedicated to the government are packed with small offices and cramped cubicles divided by thick glass walls, the civil servant here are constantly at work judging by the administrative task and the great abundance of busywork.
